CNN -- After hours of back and forth between members, the Evangelical Lutheran Church in America decided Friday evening to accept noncelibate clergy members and lay leaders who are in "lifelong" and "monogamous" same-sex relationships. Previous Evangelical Lutheran Church policy allows gay and lesbian clergy, lay people to serve only if celibate. One of the country's largest Protestant denominations, the Lutheran church approved four recommendations to its ministry's policies that underscore a new approach to homosexuality.
Formed in with the merger of three smaller Lutheran organizations, the ELCA is based in Chicago and encompasses nearly 10, congregations and more than 3. Churchwide Assemblies are held every three years, with elected representatives establishing policy and addressing the concerns of the larger church body. Inthe Churchwide Assembly passed a resolution stating that, "Gay and lesbian people, as individuals created by God, are welcome to participate fully in the life of the congregations of the Evangelical Lutheran Church in America. While the Churchwide Assembly has not come to agreement on the issue of marriage equality, the ongoing debate has prompted a policy that gives autonomy to individual ministers and their congregations, resulting in the celebration of same-sex marriages at many ELCA churches across the country.

The Central City Lutheran Mission in San Bernardino, an urban ministry that serves the poor and homeless, has been stripped of its official recognition because it installed an associate pastor who is in a committed lesbian relationship. The decision is the harshest punishment of a Lutheran congregation with a gay pastor in more than a decade. The Evangelical Lutheran Church in America allows gay clergy only if they are celibate, a requirement not imposed on heterosexual pastors.
